Community DRR Activity 1: Community Evacuation Drill

The Kapar sub-district faces flood risk from both its western and eastern borders: potential river flooding when there is high sea level and large-scale flash flooding when there is stormwater runoff from its urban neighbours.  Given the frequency of the flooding incidents, it was necessary for the communities to have a proper evacuation procedure in place.  This exercise was conducted in conjunction with the government response drill, so this event was more of a evacuation route familiarization exercise rather than a community evacuation drill. 

The drill was conducted by the village leaders, community members, and the local disaster response NGOs.

Pre-Drill Exercise Briefing and Orientation (13 September 2023)

  • Briefing and orientation on upcoming activities for the drill, description of the sirens to be sounded and what actions to take, and explanation of the logistics on the day of the drill

Community Evacuation Drill Exercise (16 September 2023)

  • Implementation of the drill – using a route from the participants’ homes to the evacuation centre

Feedback Session

  • Feedback session with the participants found the route to have potential dangers, particularly on roads with open drains that cannot be seen under the floodwaters
  • It was also noted that the flood siren can only be heard for approximately 500 metres, whereas the mosque announcement can be heard for almost 1 kilometre
